Individual Values (IV's) are intrinsic to the caught pokemon. They cannot be trained. (they can be changed with IV potions or IV randomizers, but that's a rich mans/endgame pokemon thing)
Effort Values (EV's) have to be trained on the pokemon. Each wild pokemon kill gives EV's according to which pokemon you fainted. You can find the EV they give in our spawnlists or on the internet. (Max 252 in 1 stat, max 510 total)
=> In PBO there's a setting you can check or uncheck if you want to get these EV's assigned automatically, or not (if not, you have to use sliders & have a 252 grace amount)
