my pokemon doesn't level up and my starter doesn't gain EV's

The first case is of a mudkip that I bought and it does not level up even when fighting on its own.

The second case is that the infernape that I chose as the initial one no longer gains EV's in attack for a couple of days and is left with only the ones seen in the image, how do I solve both? 😭

Cases.

(1) Pokemon purchased from a region you can't go to yet. You won't gain exp (level up), only after you're in it.

(2) The maximum number of EVs that a Pokémon can have is 756
And the maximum number of points that each status can have is 256.
Each Pokémon can only use 510 EVS.
The remainder that remains cannot be used while he is using these 510 EVS.

Example:
That is, you can place a maximum of 252 in each status,
being the limit of two statuses you choose,
there will be 6 EV left, and you put it in another,
up to a maximum of 252+252+6 EVs used on your Pokémon.

Or you can distribute these 510 EVs however you want.


. To solve this Infernape problem

If by chance, you want to correct your Pokémon
There are items
Unallocated EV Reset - Removes all unused EVs from that Pokémon
Full EV Reset - Removes all EVs, whether used or not.

There are other items, which take or place EVs.
Berrys and Vitamins.

. Tip about EV (I don't know if you already knew, if so, just disregard it)
On the topic of location, there are wild pokemons that give ev and quantity.
example.
Pokémon Golduck, wild, when fainted it gives 2 SP_ATK
