Basic fishing rod
The fishing rod gained in Sinnoh is well known at this point. If you don't know it yet, check out Tsunami's Fishing Guide.
It goes from level 0 all the way up to level 50. The upgrade will make it possible to get higher fishing level.
Requirements
To upgrade your Basic fishing rod to an Advanced fishing rod, you'll need a couple things:
Location
The location for the fishing rod upgrade NPC is in Lilycove City. One of the houses there has an NPC selling you the upgrade for 250.000 cash assuming you check all the requirements listed above.

But why would I???
Well, the upgraded fishing rod has several advantages. Not only does it making fishing even faster (like every level from 0-50 does), but also the following perks will be unlocked*:
New Priest
Since this requires quite a lot of fishing, a new priest was introduced to double the experience gained towards fishing rod level for an hour.
Typing /priest_fish in in-game chat, opens the UI to donate cash (or gems) to the priest to grant the whole server this boost.
Like /priest_exp, it lasts 1 hour, doubles the experience (towards fishing rod) & gives 1 Goodwill Token per 1000 F donated.

But why would I???
Well, the upgraded fishing rod has several advantages. Not only does it making fishing even faster (like every level from 0-50 does), but also the following perks will be unlocked*:
- Battery packs become obtainable
- Battery packs repair your fishing rod without having to go to a pokecenter
- They can be bought from any pokemart for 1000 cash
- Manaphy becomes Roaming at level 80
- Fishing only in Hoenn (check your roaming tracker top right)
