He has been helping out with Pikachu & both the starters you didn't pick, a light ball, a pair of wise glasses (one held item, just weird to say 'a wise glasses').
When you have battled him at every location you can find him in Kanto. He will become a Champion of Kanto.
Like other champions explained here in Sinnoh's guide on them, he can be battled on 3 difficulties. I wonder what his one time drop will be
