Suggestion: cooldowns, and being considerate that 'bad luck protection' works multiple ways

This one's borne out of frustration. Probably worth keeping in mind as you read.

If you're new and want a neat Pokemon to help you through the story, or want to build up your Dex, then you'll notice the Roaming Tracker. Then you'll go to the location on there, and see the same players every time. The ones that are only there to take it from others. It's the same ones with those same legendaries on the marketplace, so this isn't for the same reasons everyone else has. It's to further build a gap between them and new players. I hate that, and the system supporting that is terrible too.

I'm seeing Zapdoss get all the Abyssal Pearls. I'm seeing DakoZ and a couple others get all the roaming Xerneas. Can we please stop allowing this?

In the case of the latter specifically, it's not protection against your own bad luck. It's protection against the players who don't have the same values you do and are in that spot on the map for different reasons as well as insane RNG. They don't need that thing the same way you do, and if you just got one of these super rare (one per instance too!) thing, shouldn't the game lock you out from going after it again for a while?

Now, answering you as a player.

1. The answer you get is just a matter of luck.

2. Picking something up doesn't mean they're taking it from you.

3. If everyone is on the same map looking for something, it means they all want the same thing there, and are working hard to get it.

4. New players aren't hunting for any legendaries, they're just going through the story mode. (because they can only catch one legendary, through the store, pvp and they will rarely be able to hunt a wandering pokemon: Xernes and Regice (years ago). If it were necessary to catch a legendary to get through the story mode, this game would be difficult.

5. I only agree that sometimes it is frustrating when the same player catches several legendary, and you none. I think this should be more balanced and reviewed.

My suggestion would be to be able to give a buff to the legendary/ultra rata luck protection, after 100%.

1%+ for each hour played (this includes fainting of wild pokemon).
being the maximum 120%.

and it only counts if the player faints a pokemon every 10 minutes.

otherwise that hour is not counted, and this buff only lasts 24 hours, from the first increase in the buff percentage.
