NOTE: after clearing the dragontower top floor, walk out of the dragontower, there's an important NPC talk that happens then.

Restrictions
Different from previous regions, Kanto has several restrictions in place to avoid people rushing through the story without enjoying the region as we intended.
Region restriction
All pokemon not caught in Kanto will always scale down to level 1.
There will notbe a region transfer NPC.
Syncs are still available this way, without giving free pp refresh/busted stat legendaries/...
Item restriction
The use of Rare Candies is impossiblefor pokemon from the Kanto region.
This will remove people just popping 100 rare candies on their starter in first few minutes to just run through with a ridiculous level advantage.
The use of any pokemon chests is impossible for players while inside the Kanto region.
This will remove people saving (Legendary) pokemon boxes to open them in Kanto to then use busted stat legendaries/...
All other restrictions on previous regions are still in place
The use of Revives (and several other items) while in battle
EV training is still possible outside of Kanto for Kanto pokemon; Exp will not be gained.

Start
First step to start your journey to Kanto is finding Steven.
Steven is inside Mossdeep City's Space Station 2nd floor.
Skies Beyond Hoenn: Sky Disturbance
Steven has detected a strange phenomenon bleeding through the sky from Kanto. Travel to Sootopolis and consult with Wallace about Sky Pillar's connection to the disturbance.
Wallace will be in the entrance to the Cave of Origin.
Skies Beyond Hoenn: Check Slateport Port
Wallace suspects ships may be grounded due to the sky disturbance. Investigate Slateport Port to check on travel conditions to Kanto before attempting Sky Pillar.
Dockmaster Harren is the npc you need. He is standing infront of Stern's Shipyard.
Steven will also appear coming out of the shipyard and start talking to you. Telling you to go to the peak of Sky Pillar.
Skies Beyond Hoenn: Seek the Sky Pillar
Steven has confirmed Sky Pillar is the source of the disturbance. Travel to Route 131 and locate the entrance to the ancient tower that reaches beyond the clouds.
Route 131 is a sea route to the east (right) of Pacifidlog Town. Surf through the rocks to Sky Pillar & find Wallace waiting for you outside the Pillar.
He will fight you with 6 lvl 90+ pokemon. Defeat him to continue.
Skies Beyond Hoenn: Ascend Sky Pillar
Wallace has opened the path to Sky Pillar after testing your strength. Climb to the summit and face Mega Rayquaza to calm the sky disturbance threatening all the journeys to Kanto.
Rayquaza has been calmed and the storm has cleared. Return to Steven at Mossdeep Space Station to report the successful resolution of the sky disturbance.
Dockmaster Harren finally arrived in Lilycove (he said he was going there back in Slateport ). He informs you that Sailor Marcus will allow transfer to Kanto.
Congratulations, you are now (if you agreed sailing with Marcus) in Kanto!
Daisy's house is the one to the right of the Lab, Gary's house.
Charting the Path (Viridian Forest - Pewter City)
The Kanto region awaits your exploration. Begin your journey to greatness by earning your first Gym Badge and discovering what lies beyond your hometown.
With the Kanto Map in hand, we have to get to Pewter City, located to the North of Viridian City.
Tip: West of Viridian potentially has a couple useful spawns check it out
To get to Pewter, we need to get through Viridian Forest. Talk with NPC's. Emma will be giving the Buzzing Hide & Seek sidequest (released in separate guide) & maybe you'll even see someone you might know.
Pewter city is home to Brock's Rock type gym. Beat him to continue the story.

After beating him, you can continue your journey towards Mt. Moon to the East.

If you find the quest, Return of the Moonlight Ritual is a sidequest. Will be explained it it's own topic.
Just before entering Mt. Moon is a Pokémon Center, I strongly suggest using that as a respawn point.
Mt. Moon is being infiltrated by Team Rocket Grunts. Eventually you find a scientist who found 2 fossils, beat him so you can claim one of the fossils.
NOTE: Bill's predicament 1 title lower can be done as training for Cerulean Gym!
Misty from the Gym in Cerulean City is a Water type specialist.

The quest tracker is telling you to get your third badge. Once in Vermillion, you'll notice you can't reach the Gym because you cannot use Cut HM in Kanto yet.
To unlock that ability, you need to help the Captain of the S.S. Anne.
Once at the S.S. Anne, you'll be informed you need an S.S. Anne Ticket.
Actual step 1 after beating Misty, will be helping out Bill.
Bill's Predicament
This part does not have an official quest tracker.
You'll notice the following things:
1) North of Cerulean is a dead-end
2) East of Cerulean is blocked by a Cuttable Tree, but you don't have Cut HM yet.
3) South of Cerulean leads to a house where the guard is not letting you pass.
4) West of Cerulean is back towards Mt. Moon and blocked by jumpable ledges.
You will need to take the underground in Route 5, South of Cerulean.
This is a house near the guard's pass and is basically a tunnel straight underneath Saffron ending up in Route 6.
Going North on Route 6 leads to a different guard who will also not let you pass.
Luckily, you need to go South and Vermilion City is reachable.
You will once again notice you can't battle the gym, it's locked behind a Cuttable Tree and you still can't use the Cut HM.
You can get on the S.S. Anne with your ticket gained from Bill. S.S. Anne is a boat in the Vermillion Harbor. Find the NPC near the docks to enter the S.S. Anne.
Once on the S.S. Anne, you can battle against a lot of trainers. However also on the boat there's an Aroma Lady healing everyone's pokemon. She does NOT function as a Respawn Point if you black out.
She's sharing a cabin with a battling NPC however!
To continue the story, you need to find the Captain who is very sick. He will be found behind Gary's battle.
The Captain will thank you by giving the permission to use the Cut HM.
Vermillion City Gym
Now that you're in Vermilion City, use Cut to clear the way and challenge Lt. Surge for your third badge.
Travel to Cerulean City & go East using the Cut HM. [either with the teleporter or by going through Diglett's Cave & back through mt. Moon]
After passing through Rock Tunnel, you will reach Lavender Town, home of the Pokemon Tower. At this point in the story, you can't do much here except battle Gary & trigger a quest.
A mysterious woman in Pokémon Tower spoke of unseen forces beyond. She mentioned a device that could reveal the truth—find it and return to uncover what lies above.
The gym Leader Erika is a Grass type specialist. Beat the gym to continue the story.

Beating her will trigger 2 quests, 1 is the quest for the next gym, however, you first need to do the other quest to be able to eventually clear the routes from the snorlaxes.
Suspicious Activity in Celadon (Team Rocket Hideout)
You remember overhearing the Rocket Grunt when entering Celadon City. Investigate Game Corner and wee what they're up to.
You will notice another sleeping Snorlax blocking your route West of Celadon.
You need to figure out a way to get those Snorlaxes out of the way.
With the Silph Scope in your possession, you can now fully navigate the Pokémon Tower in Lavender Town.
Go back through the underground under Saffron to get back to Lavender.
Inside the Pokemon Tower, you will now be able to defeat the spirit of the deceased Marowak, killed by Team Rocket when they were capturing her child.
After defeating the spirit, you can continue inside the Pokemon Tower and free Mr. Fuji from Team Rocket Grunts.
Mr. Fuji will reward you with the Poké Flute, which is needed to wake up the Snorlaxes on Route 12 and 16.
After getting rid of the snorlaxes, you can continue on to Fuchsia.
The guardposts around Saffron will now let you through, since Koga's Badge shows that you are strong enough to enter the town during a rough time there.
You will need to travel back to Celadon (go West from Fuchsia & up the bicycle bridge, if you went route 11 to Fuchsia, battle the second sleeping Snorlax).
Once there, you'll find a Team Rocket Grunt blocking the Gym.
Investigate Saffron City
Something suspicious is happening in Saffron city.
Explore its buildings and uncover the truth.
There's going to be a whole lot NPC's, you can use Ranked Random Battle through PvP or revives/potions/ether etc outside of battle to keep your team healthy & avoid having to walk back and forth.
The Silph Co. Keycard, needed to continue, will be somewhere in this ultra ball.
Even though you are working together to defeat Team Rocket, Gary will want to fight you here.
Giovanni at the end will flee after defeating him.

Once you defeated Team Rocket in Saffron City, you can finally challenge the Psychic type expert Sabrina in her Gym.

Get Your 7th Gym Badge
With Sabrina defeated and Team Rocket gone, it's time to journey south. Surf from Pallet Town to reach Cinnabar Island and challenge Blaine, the master of Fire-type Pokémon.
The maps to go towards Cinnabar will now be open. Surf towards the Island from either Pallet Town or Fuchsia City.
Seafoam Islands
If you go south from Fuchsia towards Cinnabar (or go right from Cinnabar to train a bit), you will encounter the Seafoam Islands.
During the story, you won't be able to do much here, but you can find some fun spawns already.
Cinnabar Island
When walking up to the gym, you'll notice it's locked and get a new quest.
Unlock the Cinnabar Gym
The Cinnabar Gym is locked tight. Rumor has it that a Secret Key lies somewhere inside the old Pokémon Mansion on the island. Search its ruins and find a way in.
You will need to interact with the small Mewtwo statues in the correct order to unlock the door in the basement. The correct order would make for a cool player made guide .
There are helpful dropped notes hidden around the mansion aswell. (interact with paper on the ground)
If you interacted with all the Mewtwo statues in the correct order, the room with the Key to the Cinnabar Gym will be opened.

Unlock the Cinnabar Gym (Pt. 2)
You've obtained the Secret Key from the Pokémon Mansion! Now, unlock the Cinnabar Gym, defeat Blaine, and earn your seventh badge.
With Blaine defeated, word spreads that the Viridian Gym, once locked, has finally reopened. Return to Viridian City and challenge the final Gym Leader to earn your 8th badge.

Defeat the Pokémon League
With all eight badges in hand, it's time to take on the ultimate challenge. Head to the Indigo Plateau, battle through the Elite Four, and face the Champion to become the Pokémon League Champion!
The road towards the Indigo Plateau is West of Viridian City.
